The neighbors kids...

There is a family that lives kiddie corner from us, that has 3 boys that Rowan likes to play with. The youngest boy is 3 and he's out trying to see if Rowan can play. I think 9 is to early for a 3 year old to be out roaming the streets seeing if someone can play. Or am I oldfashioned? And the worst part is that he doesn't speak the greatest english. They're Russian. I try to tell him to go home and come back later but he looks at me with a glazed over look. Does anyone else have the earlybird-wants-to-play problem?
